Economic Recovery, Textile And Garment Enterprises To Strengthen Awareness Of Hardship

According to the statistics released by Ministry of industry and information technology in April 2nd, China's textile enterprises above Designated Size reached a total industrial output value of 567 billion 300 million yuan in 2010 1~2, an increase of 27% over the same period last year, and the growth rate increased by 24.4 percentage points over the same period in 2009.

   　　 业内人士分析指出，目前中国纺织行业延续了企稳回升态势，纺织企业订单明显增加，开工率普遍上升，继续呈现出积极向好局面。但华丽的数据和积极信号的背后，纺织服装行业仍面临一系列困难和不确定因素。

    “2010年出口订单就没断过，工厂一直是满负荷生产，这两天又签了好几百万美元的订单，比起2009年形势明显好转了。”前来北京参加2010年中国国际纺织面料及辅料(春夏)博览会的绍兴润众纺织品公司总经理邵强说。但邵强也表示，由于原材料价格同比上涨了25%左右，利润更薄了，只能薄利多销。

    　　在参加2010年纺织服装行业三大展会的头两天，恒力集团绍兴县德冠纺织品公司就签下了700万美元的订单，展会期间的签单总额超过1000万美元，但公司总经理潘小国在交谈中还是流露出几分担心。“我们的产品50%都靠出口，但现在的客户越来越刁钻，一米面料一两美分的差价他们都会比较半天。”潘小国说，企业的利润率只有3%~5%，原材料、用工等成本都在增加，“生意真是越来越难做了”。

　　　数据显示，目前国内328级棉花价格约为每吨16000元，比2008年均价上涨约25%，国际棉价上涨幅度超过35%。化纤企业也普遍反映原材料成本上涨了25%左右，纺织服装企业的成本压力由此可见一斑。

However, among the many unfavorable factors, the most worrying issue for pan is the RMB exchange rate.

"For example, the $10 million order we signed during the exhibition will be delivered in a few months. If RMB appreciation is 1%, our profits will be reduced by 1%, which is unbearable for many enterprises."

   　　 海关统计数据显示，1~2月中国纺织品服装出口总额达282.42亿美元，同比增长28.98%，增速同比提高43.45个百分点。但中国纺织工业协会副会长陈树津日前表示，全行业的平均利润只有4%，如果人民币再次升值，全行业有可能出现大规模的破产。

    　　受经济整体回暖影响，沿海地区许多纺织服装企业都面临较严重的“用工荒”。随着订单增加，企业只能通过上调工资，降低学历、年龄等限制来保障生产，一些企业的工资水平已经上涨30%左右。

　　与此同时，纺织品服装出口的主要目标市场仍面临高失业率、债务危机、通货紧缩等问题，市场需求并未明显改善。而主要发达经济体迫于高失业率等压力，贸易保护主义也有抬头趋势，这也为我国纺织品服装出口带来了挑战。

"Therefore, while enhancing our confidence, we must comprehensively and correctly judge the situation and not equate the upward trend of recovery to a fundamental improvement."

Du Yuzhou, President of the China Textile Industry Association, said at the enlarged meeting of the China Textile Industry Association held recently. "We need to enhance our sense of hardship, make full use of favorable adjustment and positive factors, work hard to resolve conflicts, and make preparations for dealing with all kinds of risks and challenges more carefully."
